Firm appropriate action usually has dramatic effects. For example, the Montreal Protocol has virtually eliminated the addition of dangerous CFCs to the atmosphere. The economic dislocations were definitely there, but relatively mild because we acted quickly. We acted quickly with eagles and alligators as well, mostly because they are large symbolic representations of wildlife. Explaining things to people usually pays off. I remain optimistic on the global warming front.
