LOL. Congress should put them on the dunking stool. If they float they're guilty. If they drown, they were innocent.

To be serious, I'm opposed to prohibition in all its forms. It is unfair however to mix the clean and the unclean. The players should have a vote on the issue of whether or not they would like to be steroid-free. Maybe the league should separate into two branches depending on whether a team wants to be 'roid or anti-'roid. Of course Congress would then assert its power of hipocracy to outlaw the yea-voters.
