I agree it's not statistically significant. But we all know it means something.

And by the way, I don't believe even half the baseball players who cheated with steroids last year have given up on steroids this year. Look at Raphael Palmeiro. Even after swearing to Congress he never used the stuff, he tested positive for it.

So the statistically significant change will have to follow an anti-steroid policy with real penalties.
