Perfecting vastly complex systems is an evolutionary process. Starting from scrap doesn't really make sense and wouldn't be cost effective. For deploying satellites, we still use a derivation of the Titan which goes back to the earliest years of NASA.

Keep the shuttle. Just keep improving it and getting the kinks out.

I hate to see this come to an end. I don't think we have been doing things correctly, but at least we have continued to have a presense in space. We should have a base on the Moon by now and be on our way to Mars. If the Shuttle can't take us, let's get to work on the next step.
