This $54 billion in federal loans is a good start. The U.S. nuclear plant construction program should be at least 10 times bigger. Perhaps our electric utilities can come up with the other 90 percent of the cash privately.
Of our existing 100 nuclear plants, the newest are about 30 years old, and they were expected to have a 20 to 40-year lifespan. Time is running out. Energy is running out. And we have 73 million more Americans than we had in 1980.
A reminder: CO2-free nuclear power accounts for 20 percent of U.S. electrical needs. In France, nuclear accounts for 80 percent.

It's a start. The carbon tax, however, is necessary to promote this kind of effort toward energy self-defense.
